The vote reflected strong support from REC Parties for Rosa to serve a further two-year term.<\/p>\n<h2 data-start=\"167\" data-end=\"216\">Reflections from the Board&#8217;s Strategy Day<\/h2>\n<p style=\"font-weight: 400;\">The Board reviewed outputs from the recent <strong>RECCo Employee Away Day<\/strong>\u00a0and its own <strong>Strategy Day<\/strong>, providing input into the Forward Work Plan 2026\u201329. We expect this planning to be increasingly influenced by Government\/Ofgem policy (e.g., Strategic Direction Statement, Clean Power 2030, and \u00a0Flexibility Roadmap), which will shape our priorities.<\/p>\n<p style=\"font-weight: 400;\">The Board was also briefed on recent discussions the Chair and CEO held with stakeholders, including DESNZ and \u201cMission Control\u201d, which helped clarify expectations and potential gaps around market evolution and flexibility. The Board agreed with the proposed approach for the Forward Work Plan, including:<\/p>\n<ul>\n<li style=\"font-weight: 400;\">Stakeholder webinars<\/li>\n<li style=\"font-weight: 400;\">Consultations<\/li>\n<li style=\"font-weight: 400;\">Budget milestones<\/li>\n<\/ul>\n<p style=\"font-weight: 400;\">The Board also considered and determined an issue arising within the <a href=\"https:\/\/vwd.website\/fs\/protecting-consumers-and-market-integrity-administering-the-theft-detection-incentive-scheme-on-time-and-budget\/\" target=\"_blank\" rel=\"noopener\">Theft Detection Incentive Scheme<\/a>, which will require a recalculation of the 2024-25 end-of-scheme reconciliation. Informal surgeries on topics such as Energy Theft and Market-wide Half-Hourly Settlement were particularly well attended. The Board also noted:<\/p>\n<ul data-start=\"1715\" data-end=\"1979\">\n<li data-start=\"1715\" data-end=\"1806\">\n<p data-start=\"1717\" data-end=\"1806\">The launch of the <a href=\"https:\/\/vwd.website\/fs\/have-your-say-our-annual-stakeholder-satisfaction-survey-is-now-open\/\" target=\"_blank\" rel=\"noopener\">Annual Stakeholder Satisfaction Survey<\/a> to inform continuous improvement<\/p>\n<\/li>\n<li data-start=\"1807\" data-end=\"1979\">\n<p data-start=\"1809\" data-end=\"1979\">A broad programme of upcoming events to share information and gather input for the <a href=\"https:\/\/vwd.website\/fs\/join-our-forward-work-plan-2026-29-webinar\/\" target=\"_blank\" rel=\"noopener\">Forward Work Plan 2026\u201329<\/a> and key initiatives, including Consumer Consent and Tariff Interoperability<\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"1981\" data-end=\"2042\">REC Performance Assurance delivery changes<\/h2>\n<p data-start=\"2043\" data-end=\"2454\">In 2023, RECCo commenced the <strong>Code Manager Evolution Project<\/strong>, a strategic initiative to review and potentially transform the REC Code Manager Service. The Board agreed that from 1 September 2026, RECCo will implement a new operating and delivery model for <a href=\"https:\/\/vwd.website\/fs\/joint-recco-dcc-plan-to-deliver-central-registration-service-improvements-plan\/\" target=\"_blank\" rel=\"noopener\">REC Performance Assurance Services<\/a>. We\u2019ll replace the current single-provider arrangement with a disaggregated model, with RECCo taking direct ownership of:<\/p>\n<ul data-start=\"2455\" data-end=\"2587\">\n<li data-start=\"2455\" data-end=\"2501\">\n<p data-start=\"2457\" data-end=\"2501\">Performance Assurance strategy and oversight<\/p>\n<\/li>\n<li data-start=\"2502\" data-end=\"2523\">\n<p data-start=\"2504\" data-end=\"2523\">Service integration<\/p>\n<\/li>\n<li data-start=\"2524\" data-end=\"2587\">\n<p data-start=\"2526\" data-end=\"2587\">Core assurance products, including the Performance Assurance Operating Plan and Risk Register<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"2589\" data-end=\"2807\">This reflects our expanding remit and the impact of the <a href=\"https:\/\/vwd.website\/fs\/ofgem-publishes-notice-of-proposal-to-grant-a-code-manager-licence-to-recco\/\" target=\"_blank\" rel=\"noopener\">Code Manager Licence<\/a>. It allows the Board to test a new service model for the industry, increasing transparency, flexibility, and focus on key retail risks.<\/p>\n<h2 data-start=\"2809\" data-end=\"2871\">Energy Theft Pilot with the City of London Police<\/h2>\n<p data-start=\"2872\" data-end=\"3127\">Following Ofgem\u2019s approval in June 2025 to progress the <a href=\"https:\/\/vwd.website\/fs\/proposal-submitted-to-ofgem-for-dedicated-police-unit-to-tackle-energy-theft\/\" target=\"_blank\" rel=\"noopener\">Energy Theft Enforcement Service<\/a> (ETES), we\u2019ve been mobilising the Referral Assessment Service. This service is now operational and has begun accepting theft referrals directly from energy suppliers.<\/p>\n<p data-start=\"3129\" data-end=\"3473\">In parallel, we\u2019ve been finalising commercial arrangements with the City of London Police to deliver a fully operational ETES by the end of October 2025. We\u2019ll then run a six-week pilot (an \u201cintensification period\u201d) to assess the scheme\u2019s effectiveness. Findings will support the Board\u2019s decision on the longer-term strategic direction later in the year.<\/p>\n<h2 data-start=\"3475\" data-end=\"3515\">Programme portfolio review<\/h2>\n<p data-start=\"3516\" data-end=\"3669\">The Board noted that the project portfolio is largely in a strong position. Critical initiatives are expected to deliver as planned this year, including:<\/p>\n<ul data-start=\"3670\" data-end=\"3799\">\n<li data-start=\"3670\" data-end=\"3688\">\n<p data-start=\"3672\" data-end=\"3688\">Consumer Consent<\/p>\n<\/li>\n<li data-start=\"3689\" data-end=\"3714\">\n<p data-start=\"3691\" data-end=\"3714\">Tariff Interoperability<\/p>\n<\/li>\n<li data-start=\"3715\" data-end=\"3743\">\n<p data-start=\"3717\" data-end=\"3743\">Enquiry Services Evolution<\/p>\n<\/li>\n<li data-start=\"3744\" data-end=\"3762\">\n<p data-start=\"3746\" data-end=\"3762\">Digital Services<\/p>\n<\/li>\n<li data-start=\"3763\" data-end=\"3784\">\n<p data-start=\"3765\" data-end=\"3784\">Code Manager Reform<\/p>\n<\/li>\n<li data-start=\"3785\" data-end=\"3799\">\n<p data-start=\"3787\" data-end=\"3799\">Code Licence<\/p>\n<\/li>\n<\/ul>\n<h2 data-start=\"3801\" data-end=\"3845\">First forecast for the 2025-26 financial year<\/h2>\n<p data-start=\"3846\" data-end=\"3939\">The Board received an update on the 2025-26 outturn, noting an expected underspend driven by:<\/p>\n<ul data-start=\"3940\" data-end=\"4198\">\n<li data-start=\"3940\" data-end=\"4116\">\n<p data-start=\"3942\" data-end=\"4116\">Realisable cost savings. For example, lower-than-expected deployment costs for the Digital Services platform following the Board\u2019s approval to allow service delivery outside the UK.<\/p>\n<\/li>\n<li data-start=\"4117\" data-end=\"4198\">\n<p data-start=\"4119\" data-end=\"4198\">Timing effects. For example, the revised approach to procurement for Enquiry Services.<\/p>\n<\/li>\n<\/ul>\n<p data-start=\"4200\" data-end=\"4527\" data-is-last-node=\"\" data-is-only-node=\"\">A second forecast will be presented nearer year-end. Where achievable, any underspend will be returned to the REC funding parties through a charge reduction effective from January 2026.
